Regressive rate structure

A regressive tax takes a higher percentage of earnings from lower-income people than those with higher incomes. Most regressive taxes aren't income taxes. They take a larger proportion from low-income people because they have less money left over after the tax. Low-income individuals pay a higher amount of their incomes in taxes compared to high-income earners under a regressive tax system because the government assesses tax as a percentage of the value of the asset that a taxpayer purchases or owns. A regressive tax is a tax imposed in such a manner that the tax rate decreases as the amount subject to taxation increases. The average tax rate is higher than the marginal tax rate.
